Phil is a tiny chameleon who lives in Hawaii and dreams of being a weather forecaster. His adventure begins when he learns about a famous animal weather forecaster with the same name who lives in Punxsutawney, Pennsylvania. Things get interesting when the two Phils switch places one February 2nd.
